Regulatory responsibilities and the supervisory responsibilities of disciplinary inspection departments 。 On March 25, the Party Committee of Guiyang Xianfeng organized a special regular meeting on building clean and honest enterprises and establishing a multi-dimensional supervision system for risk prevention and control. The meeting was chaired by Wu Suping, the full-time deputy secretary of the Party Committee of Guiyang Xianfeng, and attended by Huang Wei, member of the Party Committee of Guiyang Xianfeng and Secretary of the Discipline Inspection Commission, as well as heads and staff from various relevant functional departments.

First, Huang Wei, a member of the Party Committee and Secretary of the Discipline Inspection Commission of Guiyang Xianfeng, led the study of “Xi Jinping on Comprehensively Strengthening Party Governance” (2023), “Xi Jinping Delivers Important Speech at the Third Plenary Session of the 20th Central Commission for Discipline Inspection, Emphasizing the Need to Deeply Advance the Party’s Self-Revolution and Resolutely Win the Tough and Protracted Battle Against Corruption,” and “Ideas in Depth | Promoting Integrity.” He also organized a collective viewing of the integrity education and warning films, “No Tolerance Allowed! In February of this year, More Corrupt Officials in Guizhou Were Brought to Justice!” and “Integrity China | Seats·Life.”

Subsequently, various functional departments—including the Party and Mass Work & Human Resources Department, the Audit and Legal Affairs Department, the Administrative Services Department, the Enterprise Management and Information Department, the Asset and Finance Department, the Safety and Environmental Protection Department, and the Discipline Inspection and Supervision Office—each delivered detailed reports on their key supervision work plans for 2024. The meeting conducted an analysis and evaluation of each department’s work plans, emphasizing that all departments should closely align with Guiyang Xianfeng’s overall strategic objectives and, based on their specific circumstances, further refine their work plans to ensure the effectiveness and targeted nature of their supervisory efforts. At the same time, the meeting urged all departments to strengthen communication and coordination in their work, foster synergy, and jointly promote the smooth implementation of Guiyang Xianfeng’s supervisory activities.
Finally, Comrade Wu Suping, the full-time deputy secretary of the Party Committee of Guiyang Xianfeng, put forward three requirements for effectively carrying out comprehensive and multi-dimensional supervision of risk prevention and control. One is Implement the “principal responsibility” and strengthen the Party committee’s overall leadership. The Party committee shall provide comprehensive leadership and coordinated oversight of all supervisory forces within the company, guide and urge relevant departments to earnestly fulfill their supervisory duties, and reinforce the prevention of integrity risks and compliance building. Taking intra-Party supervision as the leading force, effective oversight should be carried out around key areas such as political development, organizational development, ideological development, work style development, disciplinary development, and institutional development. Second is Implement the “supervisory responsibility” and strengthen the discipline inspection commissions’ role in assisting and promoting its effective implementation. The discipline inspection commissions must reinforce the mechanism of “re-supervision of supervision,” adhering to fundamental principles such as “focusing on problem orientation, grounding efforts in risk prevention and control, and strengthening process oversight.” By correcting behavioral deviations, identifying management loopholes, and driving the implementation of corrective measures, we can ensure that supervisory work is carried out in depth, fully leveraging its role in guaranteeing execution, promoting improvement, and fostering development, thereby providing robust disciplinary safeguards for the healthy development of enterprises. Third is Strengthen the implementation of the “dual responsibility system for each post” and enhance the supervisory functions of the primary entities. Each functional department shall assume responsibility for supervision within its scope of business management, leveraging its professional strengths and distinctive features to underscore its principal supervisory role in its respective business domain. It should intensify oversight over the implementation of major central decisions and important directives from higher authorities, as well as compliance with the Party Constitution, Party rules, Party discipline, and key corporate regulations within its own department and business area. This ensures that the requirements of strict Party governance are fully integrated into all aspects of production, operation, and management, achieving comprehensive supervision that extends "horizontally to every boundary and vertically to every level." Truly implement the principle of "whoever is in charge takes responsibility and whoever is in charge conducts supervision," thereby establishing a robust and tightly-knit supervisory network.
