The machine tool factory held a groundbreaking ceremony for its temporary production launch and selected the proposed gantry planer as its first product. Production commenced in February, with assembly and commissioning scheduled for mid-May. At that time, however, the factory was severely lacking in materials, tools, and technical documentation. Despite these harsh conditions, the workers fully demonstrated the tenacious fighting spirit characteristic of the Chinese working class and, in less than three months, produced Guizhou Province’s very first gantry planer—the simple B210K gantry planer.

The Xiaomeng project of Xianfeng, characterized by short-term loans being used for long-term investments and debts incurred during construction, has remained idle for many years after completion—despite being part of severely overcapacity industries. Meanwhile, the company continues to bear annual interest payments on bank loans and refinancing costs, leading to an accelerating buildup of financial risks and legal litigation crises. These challenges have seriously jeopardized Guiyang Xianfeng’s survival, stability, and development. In recent years, the proactive and persistent efforts made by Xianfeng’s leadership to resolve the difficulties facing the Xiaomeng project have drawn high attention from provincial, municipal, and district-level authorities. Ultimately, in 2016, the Guiyang Municipal Party Committee and Municipal Government explicitly authorized the Guiyang Economic Development Zone Management Committee to undertake a comprehensive acquisition of the Xianfeng Xiaomeng project. The acquisition process was fully completed in 2017, thereby removing the largest and most critical obstacle in Guiyang Xianfeng’s development journey.

The company has submitted two technological upgrade projects—“Construction of a Digital Factory for High-end CNC Grinding Machine Equipment” and “Enhancement and Expansion of High-performance Casting Capacity”—to the Municipal State-owned Assets Control Group. The projects have completed preliminary preparatory work, including filing, project approval, environmental impact assessment, and planning, and are expected to begin formal implementation next year. This year, the company launched its IPO plan and invited Beijing Yingke (Guiyang) Law Firm, Guotai Junan, and China International Economic Consulting Corporation to conduct due diligence on Xianfeng, ensuring robust internal control management during the compliance period for the IPO. The party organization affiliations of more than 200 retired Party members have been transferred to their current place of residence or their registered household location. In accordance with requirements from higher authorities, the personnel files of retired employees have been properly handed over. A total of 1,544 retired employees have had their files transferred, involving 1,532 file records in all (with 12 additional retirement files remaining untransferred—these 12 individuals retired between October and December; once their retirement is finalized in December and their files are organized, they will be transferred together to the relevant archives). Over 260 retired Party members have had their party organization affiliations successfully transferred.

We have applied for the Guizhou Province’s Special Project for Revitalizing Ten 100-Billion-Yuan-Level Industrial Sectors (Advanced Equipment Manufacturing). In July of this year, the project was approved by the Guizhou Provincial Department of Industry and Information Technology and received government funding support totaling 1 million yuan. Additionally, our company’s application for establishing a postdoctoral research workstation was approved in November of this year by the Ministry of Human Resources and Social Security and the National Postdoctoral Administration Committee. On December 9, Director Shi from the Department of Human Resources and Social Security personally presented Xianfeng with the official plaque. The “2019 Science and Technology Program Project” submitted to the Guiyang Municipal Science and Technology Bureau in 2019 was approved by the Municipal Science and Technology Bureau in April 2020 and received government funding support amounting to 1.5 million yuan.
