Guizhou Electromechanical (Group) Co., Ltd. issued the document “Notice on the Establishment of the Xianfeng Non-Operating Asset Management Department” (Qian Jidianzi [2015] No. 64), establishing the Xianfeng Non-Operating Asset Management Department of the Electromechanical Group. The department will primarily integrate the existing ancillary enterprises associated with Guiyang Xianfeng Machine Tool Co., Ltd.—including the staff hospital, Guiyang Xianfeng Logistics Company, Technical School, Construction and Installation Company, Comprehensive Service Company, and Huaxi Branch Plant—by adopting the principle of decentralized operation based on their current status, while centralizing the management of personnel, finances, and assets. This approach will fully introduce market-oriented mechanisms and systems, guiding these ancillary enterprises to enter the market in an orderly manner, operate independently, assume their own profits and losses, use surpluses to offset deficits, gradually reduce their reliance on the core business, and take on the responsibility of preserving and enhancing the value of state-owned assets.
