“Smart Budgeting” Helps Enterprises Reduce Costs, Improve Efficiency, and Avoid Risks—A Report on the “Comprehensive Financial Budgeting” Pre-IPO Preparations of Guiyang Xianfeng Machine Tool Co., Ltd.

Currently, Guiyang Xianfeng is in the pre-IPO restructuring phase. The company’s internal control management system is complex and intricate, requiring meticulous attention to detail—a challenge that is both difficult and critical for the IPO process. Since April 2022, all employees and cadres at Guiyang Xianfeng have been working closely together, pulling together with one heart and pooling their collective wisdom to tackle each of the challenges that have arisen one by one.

Based on its own actual conditions and taking into account operational factors such as business objectives, sales revenue, and gross profit margins, Guiyang Xianfeng has prepared the 2024 corporate financial budget data. All departments and branch plants have actively cooperated by providing data that accurately reflects their actual income and expenditure. After collecting, classifying, integrating, and summarizing this data, a financial budget report has been formulated that aligns with the company’s development goals for the next phase.

Comprehensive budgeting not only refines Guiyang Xianfeng’s development strategy plan and annual business program but also helps monitor the implementation of both the strategic plan and the annual business program. By enhancing internal communication and exchange, comprehensive budgeting enables all staff members—both cadres and employees—to clearly define their work direction and adhere to established behavioral standards. Moreover, comprehensive budgeting promotes the efficient allocation and optimization of company resources, thereby facilitating long-term planning and sustainable development.

As an effective tool for management to conduct pre-, during-, and post-event monitoring, comprehensive budgeting identifies discrepancies between actual results and budgeted figures, enabling timely detection of issues and prompt implementation of corrective measures. In terms of standardizing internal controls, the deployment of comprehensive budgeting clarifies anticipated business conditions, pinpoints potential risk areas, and implements preventive measures, thereby proactively avoiding and mitigating operational risks throughout the listing process.

In the early stages of the shareholding reform and listing process, financial budgeting is an important component of internal control management at Guiyang Xianfeng. All cadres and employees, by implementing standardized management of finance-related tasks, adhering to the principles of innovation and cost reduction with efficiency enhancement, are boosting the company’s economic performance and contributing to the early completion of preparatory work for the IPO.
