Eliminating Hidden Dangers, Preventing Accidents, and Ensuring Safety for Stable Development—Yi Yaxiang, Party Secretary and Chairman of Guiyang Xianfeng, led a team to carry out the second-quarter safety production inspection.

To thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important instructions and directives on work safety, in accordance with the recent deployment by the Production Control Group, the Municipal Industrial Investment Company, and the Electromechanical Group Company regarding work safety, we will conduct a comprehensive inspection to identify potential accident hazards and safety risks, ensure that these hazards are promptly rectified and safety risks are effectively managed, and thus effectively prevent and curb all kinds of production safety accidents. We will also earnestly carry out work safety efforts during the period leading up to the Dragon Boat Festival and throughout Safety Production Month. On the afternoon of June 20, Yi Yaxiang, Party Secretary and Chairman of Guiyang Xianfeng Machine Tool Co., Ltd. (hereinafter referred to as “Guiyang Xianfeng”), led a team to conduct the second-quarter work safety inspection. Wu Suping, full-time Deputy Secretary of the company’s Party Committee; Mu Yunjie, Executive Deputy General Manager; and Long Tao, Vice Chairman of the Trade Union, accompanied the inspection. Relevant staff from the Party and Government Office, the Metalworking Branch Factory, the Casting and Forging Branch Factory, the Power and Maintenance Branch Factory, and the Safety and Technology Department also participated in the inspection.

The inspection team first visited the metalworking sub-factory, where they conducted a comprehensive inspection and supervision on hazardous chemicals, the proper wearing of personal protective equipment by workers, safety facilities for special equipment, standardized placement of parts and components, energy conservation and environmental protection measures, installation of safety warning signs, and electrical safety. They also gained a detailed understanding of equipment maintenance, daily safety management practices, and the implementation of self-inspection and self-correction efforts. Comrade Yi Yaxiang urged all departments to strengthen inspections and patrols of key areas and critical links, promptly identify and eliminate potential accident hazards, put a stop to unsafe behaviors, and resolutely prevent situations where risks go unnoticed, unobserved, or unaddressed. Major risk factors and hidden dangers should be treated as actual accidents—“It’s better to prepare ten times and find nothing than to fail to prepare even once.”

Subsequently, the inspection team visited the Casting and Forging Branch Factory. Comrade Yi Yaxiang paid particular attention to the rectification status of the hazards identified during the group company’s safety inspection on June 9. He emphasized that all departments within the company must deeply recognize the importance of effectively addressing safety production hazards. From the standpoint of firmly upholding the “Two Establishments” and resolutely practicing the “Two Safeguards,” they must strictly implement the fundamental requirements of “joint responsibility of Party and government, dual responsibility for each post, comprehensive management, and accountability for negligence,” as well as the principle that “when managing an industry, one must also ensure safety; when managing business operations, one must also ensure safety; and when managing production and operations, one must also ensure safety.” Only by truly putting safety production responsibilities into practice and thoroughly identifying and addressing safety hazards can we achieve effective results.

During the inspection of the casting and forging workshop, the inspection team found that drainage in the workshop remained obstructed. Comrade Yi Yaxiang emphasized that the leadership team of the casting and forging branch should draw lessons from the issues identified during the inspection, adopt a more proactive and pragmatic work style, elevate their political awareness, and take on responsibilities with initiative and determination. He pointed out that we have now entered the flood-control period, during which natural disaster weather events are becoming increasingly frequent. Various safety risks are overlapping and compounding, posing serious challenges to safe production. All units and departments at all levels must not let their guard down and must pay close attention to the safety risks brought about by meteorological disasters. They should strengthen their efforts to receive early warnings for hazardous weather conditions and effectively reduce the safety hazards caused by extreme weather.
Finally, the inspection team visited the site where the foundry and forging plant was addressing major self-inspection findings at its medium-frequency melting furnace. Comrade Yi Yaxiang praised the plant’s efforts to implement corrective measures for identified hazards. He emphasized that ensuring safe production is like rolling a stone uphill—any hint of complacency could easily undo all previous efforts. He urged all units within the company to prioritize safety production from a political perspective, strengthen their awareness of red lines and bottom-line thinking, effectively carry out and achieve tangible results in all safety-related tasks, and genuinely ensure the continued stability of the company’s safety production situation, thereby safeguarding the lives and property of employees and the public.

Next, Guiyang Xianfeng will continue to intensify efforts to identify and rectify potential hazards, focusing on source control and further strengthening the sense of responsibility for hazard rectification across all units and departments. We will resolutely ensure that every identified hazard is promptly addressed and rectified. We will also step up law enforcement efforts, firmly uphold the red line of safe production that must not be crossed, and earnestly fulfill our enterprises’ primary responsibility for safe production. Moreover, we will increase investment in enterprise safety, and establish and improve a long-term mechanism for safe production. Continuously enhance the safety awareness and safety skills of enterprise employees, thereby supporting high-quality enterprise development.
