To thoroughly implement General Secretary Xi Jinping’s important remarks on innovation in industrial chains, supply chains, and innovation chains, and to deepen the collaborative Party building efforts along these chains, Guizhou Xianfeng Machine Tool Co., Ltd. (hereinafter referred to as “Guizhou Xianfeng”) held the 2023 Industrial Chain Innovation Chain Party Building Collaborative Symposium and Project Initiation Deployment Meeting on the afternoon of June 30, 2023. The meeting’s theme was “Joint Needs, Joint Consultation, Joint Construction, and Win-Win Cooperation,” aiming to foster synergistic development of industries along the chain, focus on tackling “bottleneck” technological challenges, leverage the political and organizational strengths of the Party organization, tap into the advantageous resources of enterprises within the electromechanical group’s system chain, and develop domestically produced CNC roll-grinding machines. This initiative seeks continuous progress and development toward scientific and technological self-reliance and strength, thereby supporting the high-quality development and mutually beneficial cooperation of all enterprises along the chain. The meeting was chaired by Comrade Wu Suping, full-time Deputy Secretary of the Party Committee of Guizhou Xianfeng. Attending the meeting were Lei Lei, full-time Deputy Secretary of the Party Committee and Director of the Electromechanical Group; Chen Sha, Assistant Secretary of the Party Branch of the Electromechanical Group’s headquarters; and leading officials in charge of Party building and technology R&D from various subsidiaries within the Electromechanical Group’s system chain, as well as heads of Party building departments. Before the meeting, leaders in charge of Party building, R&D technology, and Party building departments from Guizhou Yong’an Motor Co., Ltd., Guiyang Yongli Bearing Co., Ltd., Guizhou Xinhuitianli Diesel Engine Complete Sets Co., Ltd., Guiyang Chaohui Filter Co., Ltd., and Guiyang Xianfeng Logistics Co., Ltd.—all companies within the Guizhou Xianfeng industrial chain—visited the display boards of the Guizhou Xianfeng Industrial Chain Party Building Alliance and the Talent Think Tank Base. Together, they reviewed and summarized their experiences in 2022 regarding collaborative Party building efforts along the industrial chain and talent development initiatives, analyzed existing shortcomings, explored new ideas, and continuously deepened the work of Party building within the chain.

After the observation session, the 2023 Industrial Chain and Innovation Chain Party Building Joint Construction Symposium and Project Initiation Deployment Meeting was held in the conference room on the second floor of Guiyang Xianfeng. At the meeting, Comrade Wu Suping, full-time Deputy Secretary of the Party Committee of Guiyang Xianfeng, first interpreted the “Notice on Issuing the Guiding Opinions of the Party Committee of Guiyang Municipal Industrial Investment Co., Ltd. on Carrying Out Joint Party Building along the Industrial Chain” (Zhugongtou Dang Tong [2023] No. 41), and then explained the overall guiding principles for project initiation in 2023 by the Party Committee of Guiyang Xianfeng, the “chain leader.” Following that, Comrade Wu Changcheng, Director of the Technology Center of Guiyang Xianfeng, elaborated on the proposed project to be submitted for approval... Focusing efforts on tackling “bottleneck” technological challenges and strengthening the supply chain to build a domestically-produced roll grinding machine. “Interpreting the technical parameters for the localization of CNC roll grinders, the subsidiaries along the industrial chain are jointly developing an overall approach to the project of fully localizing the complete CNC roll grinder system led by Guiyang Xianfeng Roll Grinder. They are conducting technical seminars and exchanges, engaging in cross-disciplinary brainstorming sessions, and leveraging their respective strengths and resources to co-create a domestically produced CNC roll grinder. In this way, they will continuously advance and strengthen their technological self-reliance, thereby supporting the high-quality development and mutually beneficial win-win outcomes of all enterprises within the chain.”

Finally, Comrade Lei Lei, the full-time deputy secretary of the Party Committee and director of the Electromechanical Group, made some work requirements. She pointed out that, The collaborative Party building work on the blockchain is a key component of the 2023 Party-building performance evaluation. All enterprises within the electromechanical group’s blockchain system must treat this task as a political assignment and ensure its thorough implementation. Each enterprise on the blockchain should fully leverage its own strengths to promote the sharing of high-quality resources, mutual learning of advanced experiences, joint advancement of production management, and shared commitment to strengthening work style—thus realizing the principle of “Party building provides the platform, while the economy takes center stage,” and achieving deeper-level collaborative development and mutually beneficial win-win outcomes. She emphasized that... One is We must elevate our political awareness and strengthen organizational leadership. All Party organizations should deepen their ideological understanding, reinforce the concept of integration, and actively promote the deep convergence of superior technological resources. After a project is approved, the Party Committee of Guiyang Xianfeng, as the “chain leader,” shall designate a project leader responsible for the entire equipment project, coordinate the overall project schedule and address technical challenges, establish platforms for problem-solving, and earnestly fulfill the functions and responsibilities of the “chain leader.” Meanwhile, each enterprise along the chain should, based on the overall progress of the “chain leader’s” equipment project, meticulously plan and develop detailed schedules, clearly defining completion deadlines and assigning specific responsibilities. Second is It is essential to emphasize the summarization of experiences and strengthen the refinement of achievements. Party organizations at all levels should actively identify and summarize the successful experiences and exemplary practices gained during the implementation of collaborative Party building projects on the blockchain. We must adhere to a approach of exploring, practicing, summarizing, and innovating simultaneously, thereby driving new developments and achieving breakthroughs in management, technology, and skills. Third is To track and supervise the services and ensure timely completion, the Party and Mass Work Department of the Electromechanical Group shall be responsible for coordinating the “chain leader” and enterprises within the supply chain to implement the action plans and tasks for joint Party building projects. Furthermore, they should make full use of both online and offline publicity channels to foster an environment characterized by "focusing on the core task through Party building and promoting development through effective Party building." A positive atmosphere provides strong support for the collaborative Party building efforts within the electromechanical group’s system chain.
