Currently, Guiyang Xianfeng Machine Tool Co., Ltd. (hereinafter referred to as “Guiyang Xianfeng”) is at a critical stage of shareholding reform prior to its IPO. All cadres and employees are working closely together, pooling their wisdom and efforts to help Guiyang Xianfeng complete its IPO as soon as possible. Internal control management is an essential step toward going public. To improve the management of Guiyang Xianfeng’s transportation operations and reduce transportation costs, Regarding expense management and enhancing economic efficiency, the relevant departments of Guiyang Xianfeng have jointly formulated the “Gui…” Implementation Rules for Standardized Transportation Operations of Yang Xianfeng Machine Tool Co., Ltd.

This detailed regulation provides a comprehensive description of the division of responsibilities among various departments. In particular, the Marketing Center not only serves as the lead management department for product sales and transportation operations but also functions as a service-oriented department that ensures the efficient distribution of physical resources—including merchandise, packaging materials, and promotional items—to sales outlets. Meanwhile, the Production and Supply Department acts as the lead management department for the transportation of raw materials, outsourced processed goods, and semi-finished products. Additionally, the regulation elaborates in detail on both the sales transportation process and the procurement transportation process. During the initial phase, the Production and Supply Department and the Marketing Center coordinate with the carrier company regarding contracts, invoices, weight slips, mileage records, exit permits, and payment terms. In the mid-phase, the Production and Supply Department and the Marketing Center are responsible for collecting documents, reviewing them, and maintaining transportation ledgers. In the final phase, the carrier company issues the relevant invoices; after receiving these invoices, the Marketing Center and the Production and Supply Department follow the reimbursement procedures to submit claims to the Asset and Finance Department for reimbursement.

Throughout the entire transportation process, various departments work closely together to ensure both the high efficiency of the logistics system and the provision of cargo delivery services and monitoring for frontline sales teams, including carrier companies. By scientifically and rationally managing the allocation, storage, and transportation of materials, they continuously reduce operational costs and minimize cargo damage. Therefore, their role in the transportation management at Guiyang Xianfeng is absolutely critical.
