The First Discipline Inspection and Supervision Team, dispatched by the Municipal Commission for Discipline Inspection and Supervision of Guiyang City to state-owned enterprises under municipal administration, visited Guiyang Xianfeng to conduct a special investigation into the performance of duties by its discipline inspection agencies.

On the afternoon of November 29, Chen Jucan, head of the First Discipline Inspection and Supervision Team stationed in municipally-managed enterprises by the Guiyang Municipal Commission for Discipline Inspection and Supervision, along with Ding Anliang, deputy head of the team, visited Guiyang Xianfeng Machine Tool Co., Ltd. (hereinafter referred to as "Guiyang Xianfeng") to conduct a special investigation into the performance of duties by discipline inspection agencies in state-owned enterprises. Officials from relevant departments of the First Discipline Inspection and Supervision Team stationed in municipally-managed enterprises by the Guiyang Municipal Commission for Discipline Inspection and Supervision, as well as members of the leadership team, mid-level cadres, and discipline inspection personnel of Guiyang Xianfeng, attended the investigation. Wang Dianmin, member of the Party Committee and Secretary of the Discipline Inspection Commission of the Electromechanical Group, accompanied the investigation.

The research team conducted a comprehensive assessment of the Guiyang Xianfeng Discipline Inspection Agency by means of on-site visits, distributing questionnaires to members of the leadership team and mid-level cadres, conducting individual interviews one by one, and examining on-site the work documents and archival records of the discipline inspection agency. The team focused on understanding the agency’s performance in areas such as political quality, team building, capacity for fulfilling duties, and effectiveness in providing assistance and coordination.

Chen Jucan emphasized that, One is We must promptly keep up with the Party’s policies and theories, integrate the Party’s discipline and rules, national laws and regulations, as well as the requirements issued by the Central, provincial, and municipal disciplinary inspection commissions, with the actual conditions of our company. We should make full use of online platforms to continuously deepen our learning methods, constantly expand and refine the content of our study, strengthen our theoretical understanding and equip ourselves with solid knowledge, guide our practice effectively, and enhance our ability and level in promoting work. Second is We must focus on key areas of oversight and refine our supervisory measures. We need to place Party discipline and rules at the forefront, making them firm and strictly enforced. We should address issues early and at their smallest scale, earnestly and meticulously fulfilling our supervisory duties, and turn supervision into a regular practice. We must strengthen internal oversight, accurately identify integrity risk points in key areas such as material procurement, product sales, and property leasing, and carry out targeted special inspections. We should intensify daily supervision and management of official business trips, official vehicle use, and official hospitality, focusing both on the principal contradictions and on the primary aspects of those contradictions. At the same time, we must ensure effective oversight throughout the decision-making and implementation processes, fully leveraging the “three-in-one” oversight mechanism to genuinely enhance the coordination, effectiveness, and authority of our supervisory work. Third is We must strengthen our own institutional development and enhance our capacity to perform our duties. Improving our personal qualities is the key to doing a good job. We need to focus on strengthening our internal development, cultivate critical thinking and a willingness to learn, and gain a thorough understanding of the primary business activities and work processes of those we supervise. We must effectively identify and address integrity risks in the operational processes of the entities under supervision, pinpoint problems accurately, and correct any deviations or shortcomings. We should focus on key areas, use these as leverage to drive broader improvements, standardize our supervisory and disciplinary enforcement efforts, fully leverage the role of discipline inspection and supervision, and promote the sustained and healthy development of the enterprise.
