Carefully establish “Two Posts, Two Teams, and One Zone” to clearly identify roles and positions. The Party Committee of Xianfeng in Guiyang conducted a comprehensive review—organized by branch—of party members’ identities, their performance in fulfilling duties, and their records of rewards and punishments. The review extensively gathered information on party members who received outstanding ratings in the previous year’s assessments, those honored with titles such as “Outstanding Communist Party Member” or “Outstanding Party Affairs Worker” at higher levels, and those who served as “Two Representatives and One Committee Member” at district-level or above during their terms. Taking production workshops, work teams, and functional departments as basic units, the committee established 23 Party Member Pioneer Posts, 42 Party Member Model Posts, 1 Party Member Commando Team, 3 Party Member Vanguard Teams, and 33 Party Member Responsibility Zones within its seven branch organizations. Through ceremonies to present plaques and flags for the “Two Posts, Two Teams, and One Zone,” placing Party Member Pioneer or Model Posts on office desks, hoisting pioneer team flags and posting responsibility zone signs along the production frontlines, the committee clearly identified party members’ identities. This approach integrates routine Party building efforts with core business operations, ensuring that wherever there are urgent, difficult, dangerous, or heavy tasks, there will be Party Member Pioneer Posts, Model Posts, Commando Teams, Vanguard Teams, and Responsibility Zones ready to step up and take charge.

Strictly enforce the “Two Posts, Two Teams, One Zone” system and clearly define responsibilities. Guiyang Xianfeng has formulated assessment criteria tailored to the job responsibilities of Party members, taking into account their participation in organizational activities and their everyday performance. Relying on documents such as the "Implementation Plan of the CPC Guiyang Xianfeng Machine Tool Co., Ltd. Committee on Fully Leveraging the Role of Grassroots Party Organizations as Battle Fortresses and the Pioneering and Exemplary Role of Party Members," Guiyang Xianfeng has launched the "I Do Practical Things for My Branch" campaign. Each year, Party members are organized to carry out practical and beneficial activities for their branch, ensuring that each member accomplishes at least one concrete good deed annually for their fellow Party members. During the implementation of this initiative, branch secretaries take the lead in integrating the campaign into daily work—ensuring it is organized, substantive, driven, and subject to regular checks—thus fully leveraging the role of Party branches as battle fortresses. The "Party Member Responsibility Zones" have been precisely defined down to the team level, with specific duties for Party members including cleaning and sanitation, identifying potential safety hazards, studying professional knowledge, and conducting ideological education. Since the launch of this campaign, Guiyang Xianfeng has promoted ideological and political work into enterprises, workshops, teams, and minds, strengthened corporate culture building, and carried out in-depth improvements to production environment hygiene more than ten times.

Fervently promote the “Two Posts, Two Teams, One Zone”—shine! Competition 。 The Party branches of Guiyang Xianfeng closely align their activities—such as studying exemplary models and striving to be pioneers—with the company’s key projects and urgent, challenging tasks. They fully demonstrate the leading role of these exemplary figures “in front of customers, on the frontline of value creation, and in the hearts of the masses,” thereby helping to overcome technical difficulties and address operational shortcomings. Party members serving in technical and quality-control positions have taken the lead by going directly into the production workshops, closely focusing on diagnosing and resolving the most pressing issues encountered on the shop floor. Since 2023, the Party branches of Guiyang Xianfeng have addressed numerous problems on the production line, particularly in the areas of technology and quality control. In conjunction with Quality Month activities, the Party branches have organized three skill competitions, encouraging party members to learn from one another, strive for excellence, and fully leverage their exemplary and pioneering roles. These efforts have helped instill in employees a strong awareness that quality is paramount, fostering a positive learning environment.

Effectively activate the “Two Posts, Two Teams, and One Zone” and demonstrate your capabilities. The Party members of Guiyang Xianfeng, organized into “Two Posts, Two Teams, and One Zone,” are distributed across various fields and positions within Guiyang Xianfeng, linking the entire production chain and effectively promoting and advancing all aspects of production and operations, thus making every effort to achieve the annual production and operational goals. Since the launch of this initiative, the product delivery rate has significantly improved compared to previous years. Despite tight deadlines, heavy workloads, a shortage of personnel, and numerous other challenges, these Party member comrades have set an exemplary example by adopting a work schedule of “five days plus two” and “day and night shifts,” racing against time to repair equipment, accelerate project schedules, and meet deadlines. More than 20 outstanding individuals have emerged as pioneers in this effort. The Party branch of the Technology Center, based on its actual work conditions, has submitted a proposal to leverage the strength of Party members in tackling and overcoming critical technological bottlenecks. Based on the existing MJK13100×50 CNC cylindrical grinder, we will fully leverage the resources and technologies already available at various subsidiaries within the electromechanical group’s ecosystem, and jointly initiate a Party-building co-construction project across the entire chain. The Party member-led pioneering project to promote the localization of Guiyang Xianfeng CNC roll-grinding machines integrates political development throughout the entire project lifecycle, focuses on harnessing the strength of Party members in project construction, and fully leverages the guiding role of Party building in project implementation. The project is expected to complete R&D and commissioning by December 2023. In parallel, four units of domestically produced products ordered by overseas companies will be delivered successively, with an anticipated transaction value exceeding 17 million yuan.

Next, the Party Committee of Guiyang Xianfeng will further promote the deep integration of Party building work with production and operations. It will continue to explore new approaches for leveraging the role of Party branches through the “Two Posts, Two Teams, and One Zone” initiative, achieving mutual integration and mutual promotion between branch activities and safe production. Party members will take the initiative within their posts and zones, actively engage in and drive employees to vigorously carry out activities aimed at saving costs and reducing consumption.
