The Southwest Design Working Group prepared the design brief for the heavy machine tool plant, specifying seven major product categories: vertical lathes, helical milling machines, boring machines, gantry planers, and others. The annual production capacity is set at 696 units, totaling 37,503 tons. Meanwhile, the construction schedule has been revised to 1960, with various supporting facilities to be built in line with urban development plans.

The Southwest Design Working Group of the Fifth Design Institute of the First Ministry of Machinery Industry (hereinafter referred to as “the First Ministry”) prepared a plan for the industrial zone in Huishui County, Qiannan Buyei and Miao Autonomous Prefecture, Guizhou Province, based on the decision made at the Beidaihe Conference of the Party Central Committee. According to the plan, eight large-scale factories are to be built, including a metallurgical and mining machinery plant, a heavy-duty machine tool plant (hereinafter referred to as “the Machine Tool Plant”), and a large-scale blower plant, among others.

The machine tool factory held a groundbreaking ceremony for its temporary production launch and selected the proposed gantry planer as its first product. Production commenced in February, with assembly and commissioning scheduled for mid-May. At that time, however, the factory was severely lacking in materials, tools, and technical documentation. Despite these harsh conditions, the workers fully demonstrated the tenacious fighting spirit characteristic of the Chinese working class and, in less than three months, produced Guizhou Province’s very first gantry planer—the simple B210K gantry planer.

Based on the “Design Document for the Guizhou Heavy Machine Tool and Forging Equipment Factory,” which had been formally submitted by the Provincial Planning Commission to the State Planning Commission, the machine tool factory once again initiated construction projects. Since then, the heavy machine tool factory has continued to exist under the name “Guizhou Heavy Machine Tool and Forging Equipment Factory” (hereinafter referred to as “Guizhou Heavy Factory”).

In accordance with the unified strategic deployment of the CPC Central Committee to strengthen the Third Front construction and following the spirit of the Deyang Conference held by the First Machinery Department, it has been decided that part of the staff and equipment from the Wuxi Machine Tool Factory will be relocated to bolster the Guizhou Heavy Machine Tool and Forging Equipment Factory. The total number of employees involved is 318, including 110 cadres and 208 workers; the equipment includes 48 units, of which 46 are metal-cutting machines and 2 are thermal processing devices.
